The social movements of Cuautitlán Izcalli: do they work in governance? 3 20

Abstract

The complexity of public problems requires multi-stakeholder policies; however, in the State of Mexico, political control is largely better assimilated than governance. The latter is only permitted in international and specialized contexts, amidst the complexities of the environment and natural resources. With these conditions in mind, the objective of this text is to analyze the political capacity of social organizations in Cuautitlán Izcalli to project network management and assess the feasibility of governance. The methodology is based on documenting the contrast between three categories of analysis: a) the variety of actors, understood as the universe that converges in a public policy; b) interdependence, which are interactions motivated by the needs of social actors; and c) the relationships between actors, that is, patterns that change by frequency, directness, and centrality. The result was only an objective interaction in five case classifications. The variety of actors is 100% affected by the promotion of individualism, discursive simulation, the elitism of certain sectoral policies, and government inaction. In interactions, it's common to hide needs and knowledge. Relationships between actors are limited by elitism, conflict, or the centrality of funding.
